Platform Analysis

During the campaign, Housing Central will review and provide analysis on the party platform and policies related to affordable housing, co-operatives and non-profit housing.  Additionally, we will review and report on any debates between the party leaders.



SUPPLY & REPAIR

  • Introduce a 20% refundable Green Home Renovation Tax Credit eligible on home renovations costing between $1,000 and $20,000 that lower power bills and reduce emissions
  • Make federal real estate available for housing developments

INNOVATION & OTHER MEASURES

  • Put an end to stress testing mortgage renewals
  • Return to 30-year mortgage amortizations on insured mortgages
  • Launch inquiry into money laundering in real estate

TAXATION

  • Will exempt home-heating costs from GST


SUPPLY & REPAIR

  • Committed to 250,000 new and 150,000 rehabilitated units over 10 years
  • Increase Co-Investment Fund by $750 million for new builds
  • Include provincial and municipal housing projects as eligible for funding purposes by Canada Infrastructure Bank
  • Provide financing for building and restoration for quality, energy-efficient housing for seniors, people with special needs and low-income families

TAXATION

  • Restore tax incentives for building purpose-built rental housing
  • Provide tax credits for gifts of lands, or of land and buildings, to community land trusts to provide affordable housing.
  • Remove the deemed GST whenever a developer with empty condo units places them on the market as rentals/ Remove GST on the construction of new rental units

INCOME SUPPORT

  • Increase Canada Housing Benefit by $750 million for rent assistance for 125,000 households
  • Eliminate the first-time home buyer grant

INNOVATION & OTHER MEASURES

  • Legislate housing as a human right for Canadians and permanent residents
  • Appoint Minister of Housing to strengthen and oversee implementation of National Housing Strategy
  • Change legislation that prevents Indigenous organizations from accessing financing through CMHC to invest in self-determined housing needs
  • Refocus CMHC core mandate to support the development of affordable, non-market and co-operative housing as opposed to the current priority of supporting Canadian lenders to de-risk investment in housing ownership.


SUPPLY & REPAIR

  • Committed to 100,000 affordable housing units over 10 years
  • Interest-free loan program for green, weather-resistant renovations, up to $40,000 per household

TAXATION

  • Add 1% percent annual tax on vacant, residential properties owned by those who are not Canadians and who do not live in Canada

INCOME SUPPORT

  • Under the Canada Housing Benefit, average $2,500 per year for eligible households, in partnerships with provincial governments
  • Expand the first-time home buyer incentive for people in Vancouver, Victoria and Toronto up to a maximum mortgage of $800,000, with $150,000 maximum income to qualify; 10% off new home; 5% on resale.
  • Increase RRSP withdrawal limit from $25,000 to $35,000


SUPPLY & REPAIR

  • Create 500,000 units of quality, affordable housing in next 10 years
  • Introduce low-interest loans repayable through energy savings to retrofit homes; goal is retrofit of all housing stock by 2050
  • Add $5 billion to spending envelope for affordable housing in first 18 months in office
  • Set up "fast-track" funds available to kick-start construction of co-ops, social and non-profit housing

TAXATION

  • Double the Home Buyers' tax credit to $1,500 for first-time buyers
  • Remove GST/HST on the construction of new rental units
  • Introduce 15% Foreign Buyers Tax on the sale of homes to individuals who aren't Canadian citizens or permanent residents

INCOME SUPPORT

  • Renters Benefit up to $5,000 per household for families in need

INNOVATION & OTHER MEASURES

  • Re-introduce 30-year terms for insured mortgages for first-time home buyers
  • Provide resources to facilitate co-housing, such as model co-ownership agreements with eased access to financing to CMHC-backed co-ownership mortgages
  • Work with provinces to create a public ownership registry and fight money laundering
